After the completion of the Middle East Railway in 1903, Fularji became an "important town" and "small commercial port" that attracted a large number of outsiders to come here, and the population quickly increased to more than 1,400 people and more than 400 households. Later, after being ravaged and trampled by Tsarist Russia and Japanese imperialism, the Nenjiang River and the Yalu River suffered from floods for many years, and plagues were prevalent. In 1925, there was a fire again. The country was in danger and the people were living in poverty. In order to pray for their own survival and peace and prosperity, people placed their hopes on the blessing of the gods. At that time, local leaders gathered and discussed and raised funds to build a "Guan Di Temple" (1926-1929) at the old elm tree in Hong'an Park. After the construction of the Guan Di Temple, the surrounding areas of Fularji became famous far and wide. On the first and fifteenth day of every month, thousands of people went to the temple fair from morning to night, and there was a constant stream of traffic. At that time, the residents of Fulaerji lived within a radius of about one kilometer of the current Hongan Park. On the fifteenth day of the first lunar month, it was the temple fair and the Lantern Festival. Adults and children came here to attend the temple fair and play in the square by the river. Walking on the red soil cliff was called "walking good luck", and picking firewood on the other side of the river was called "picking up a fortune". Firecrackers were set off to celebrate the Lantern Festival. In addition, the northern ethnic groups also have a habit that taking a bath in an ice hole will make all diseases go away in the new year. Except for winter swimmers, no one really takes a bath in an ice hole. Many people "rolled" on the ice on the fifteenth day of the first lunar month when they went to the temple fair. "Rolling ice" means "rolling diseases" to pray for the removal of all diseases. Gradually developing to the present, the custom of rolling ice on the fifteenth day of the first lunar month has become a major festival activity for the people of Fulaerji. In the 1980s, in order to meet the customs of "rolling ice", "walking good luck" and "picking up a fortune", Hongan Park began to hold an annual large-scale ice sculpture and lantern exhibition, opened a ski resort, and added ice and snow games, which attracted many tourists. People are paying more and more attention to this festival. On this night every year, large and small enterprises in the district hold lantern shows and fireworks, and thousands of lights illuminate half the sky. People from the whole district go out in droves, and more than 100,000 people, old and young, go to the streets to watch the lanterns and flowers. The several-kilometer-long street is full of people, rushing to Hong'an Park to roll ice and collect firewood. In recent years, the construction of Hong'an Park has paved the riverside tourist road with red pavement according to the meaning of "Red Bank", and named it "Hongyun Road", which has enriched the folk cultural festival life of rolling ice on the 15th day of the first lunar month. The rolling ice festival on the 15th day of the first lunar month "brings good luck, collects thousands of fortunes, and gets rid of all diseases". This folk tradition has become the most important festival activity for the people of Fulaerji.
