Plans for a park date back to 1985, and in a public survey in 2004, the communes of Rxc3xa9union approved the creation of a national park.
In 2016, the Regional Council of Rxc3xa9union had plans to downgrade the national park to a regional nature park to ease tourism development.
The French Ministry of the Environment was officially consulted for the creation of a national park.
27 of 29 institutions endorsed the plan of establishing a national park, and on 29 March 2003, the French Prime Minister signed a decree acknowledging the project.
