Its setting on the Bay of Naples gives it an outstanding universal value which has had a profound influence in many parts of Europe and beyond.
The historic center of Naples represents the first historical nucleus of the city.
The historic center of Naples bears witness to the historical and artistic evolution of the city, from its first Greek settlement in the 8th century BC along the area overlooking the sea,[2] the refounding of the same city in a more internal area, constituting the "ancient center", up to the Spanish Baroque city that saw the opening towards the west of the urban nucleus and to that center of the nineteenth-century cultural elite, with the flowering in the city of numerous noble and bourgeois villas that characterize the whole area of Posillipo and Vomero.
The city has two true and original ancient nucleuses: the first is the hill of Pizzofalcone on which the city of Partenope was born, while the second is the zone of the decumani of Naples where the following Neapolis was born.

This enlarged the component xe2x80x9cHistoric Centre of Naplesxe2x80x9d and merged and enlarged the components xe2x80x9cDistrict of Casalexe2x80x9d and xe2x80x9cDistrict of Santo Stratoxe2x80x9d, in order to include a non-developed and protected archaeological area.
Other national and regional statutes and regulations relating to planning control and heritage are also applicable to the Historic Centre of Naples.
The responsible national agencies are the Ministry for the Environmental and Cultural Heritage, the Campania Regional Council, the Provincial Council of Naples, and the Municipal Council of Naples.
